Laws vary by state, but as a general matter if you are buying a car for your own use you do have to have a valid driver's license -- and certainly a revoked license would be flagged in the process of financing, registering, or getting insurance for a car. If you are proposing that these state by state regulations should be strengthened or made more uniform, that may deserve consideration.
The insurance requirements would kill gun ownership, that's one big unfunded externality.
