Well then, let's make sure that no private party sells a CAR to anyone without a background check then. I mean, your neighbor could be a drunken driver with a revoked license for all you know.

Laws vary by state, but as a general matter if you are buying a car for your own use you do have to have a valid driver's license -- and certainly a revoked license would be flagged in the process of financing, registering, or getting insurance for a car. If you are proposing that these state by state regulations should be strengthened or made more uniform, that may deserve consideration.
